A conference which reserves to itself the right to refuse membership to applying carriers. If the conference enjoys strong loyalty contracts or tying arrangements with shippers, the ability to refuse admission to membership, effectively limits competition. However, unless Governments require Conference Membership, in order for carriers to participate in a trade, a closed conference does not preclude all competition by non-member carriers.
